Subsidy Rules on Purchase of Keng Rice and Corn in NE Areas in 2013

On Nov. 28th, subsidy rules on purchase of keng rice and corn in NE areas in 2013 were jointly released by the Ministry of Finance, Development and Reform Commission, State Grain Administration and Agricultural Development Bank. The subsidy areas were basically the same as expected, including 16 provinces and regions along and in the south of Yangtze River. The subsidy is executed in two ways: 1)administration is centralized by province and enterprises declare subsidy voluntarily. One enterprise should take risk by its own. 2) the enterprise quantity is not limited. Any enterprise qualified for getting subsidy can get subsidy if its purchase quantity is over 5000MT. Besides, enterprises can get subsidy only in the period that the storage policy is executed. What should be specially noted is that when price in NE areas exceeds the protective procurement price RMB100/MT, the central finance will stop providing subsidy.

By Nov. 20th, grain enterprises purchased new mid-late indica rice 18.07 million MT totally in 14 main production areas like Hubei and Anhui etc., increasing 6.25 million MT from last year. Grain enterprises purchased new keng rice 6.33 million MT totally in 6 main production areas like Heilongjiang and Jiangsu etc., increasing 1.81 million MT from last year. Grain enterprises purchased new corn 10.02 million MT totally in 11 main production areas like Heilongjiang and Shandong etc., decreasing 0.47 million MT from last year. Grain enterprises purchased new soybean 0.53 million MT totally in 3 main production areas like Heilongjiang and Jilin etc., increasing 0.15 million MT from last year.

By Nov.20th, totally 98.61million MT 2013 grains was purchased (99.14 million MT including soybean), 53.1782 million of which was purchased by state-owned enterprises; fall crop totaled 34.42 million MT (34.95 million MT including soybean). Rice that was purchased totaled 34.09 million MT, 15.5068 million of which was purchased by state-owned enterprises.

By Nov. 25th, raw grains purchased in Anhui totaled 13.8024 million MT. Wheat totaled 7.834 million MT and paddy rice totaled 5.5482 million MT, including mid-late indica rice, 4.9799 million MT, keng rice, 397600MT, corn, 349400MT, soybean, 699400MT and other grains, 1472MT, among which, state-owned enterprises purchased 7.4571 million MT raw grains, 3.8726 million MT wheat and 3.1508 million MT paddy rice, including mid-late indica rice, 3.224 million MT, keng rice, 213000 MT, corn 51500 MT and soybean, 368 MT. 3.3305 million MT rice, 3.0697 million MT mid-late rice and 193100 MT keng rice were purchased with protective procurement price.

By Nov. 20th, mid-late indica rice purchased in Jiangxi totaled 1.48 billion jin, up0.69 billion jin from last year, 0.855 billion jin of which was purchased with protective procurement price, accounting for 56.09% of total purchase.

By Nov. 21st, grain enterprises in statistics purchased grains 13.544 billion Kg in Hubei province, up 2.6475 billion Kg from last year, in which, 4.6885 billion Kg was purchased by state-owned enterprises, up 1.318 billion Kg. In the purchase, mid-late rice totaled 8.74 billion Kg, up 2.2985 billion Kg from last year, 5.4055 billion Kg of which was new rice, up 1.4435 billion Kg. Preliminary statistics showed that 1.816 billion Kg mid-late indica rice was purchased with protective procurement price. Purchase of mid-late rice ran steadily.
