The International Workshop on Risk Assessment of Feed Addictives and Feed Materials, sponsored by the National Feed Assessment Committee, was held in Beijing from Nov.4 to 5. The Workshop invited experts from DG-SANCO, EFSA, EURL and FDA, and over 130 representatives including members of the National Feed Assessment Committee, experts of assessment bodies and officials of provincial feed authorities. The participants conducted in-depth discussions on feed administration issues worldwide, such as the legal framework, risk assessment, technical evaluation approaches, and technological guidelines and practices. The Workshop provided an opportunity to China, EU and the US, the top three feed producers, to get a better understanding of each other’s assessment approaches for feed materials and feed addictives. It will greatly improve China’s overall capacity in this field, and promote the role of risk assessment and safety evaluation in national quality & safety system.

Over recent years, the National Feed Assessment Committee, in light of the comprehensive work plan of MOA, has intensified its efforts in developing an efficient system for feed risk assessment and safety evaluation. The Committee provides technical support for the implementation of basic feed administration regulations like Rules on New Feed and Feed Addictive Examination & Approval,Rules on Import Feed and Feed Additive Registration, and Feed Material Catalogue.

To be specific, first of all, the Committee formulated the Target Animal Tolerance Evaluation Manual for Feed & Feed Addictives and a variety of other technical guidelines, in order to further standardize feed safety, efficacy and stability evaluation;

Second, the Committee designated 20 efficacy evaluation bodies and 7 safety evaluation bodies, and defined their testing conditions and requirements;

Third, the Committee carried out feed safety evaluation and issued New Feed and Feed Addictive Certificates to 49 products, organized competent evaluation bodies to retest the safety of 10 feed materials and feed addictives on target animals, and accomplished safety evaluation on melamine and other specified risk materials. The evaluation results have been adopted for the development and amendment of Feed Addictive Safe Use Specifications, among other important technical regulations and standards of feed industry;

Fourth, the Committee has established an efficient communication mechanism with domestic organizations of food, drug and other relevant sectors, as well as multiple oversea feed assessment bodies in Europe and the US, etc.
