Owing to Advance Payment Behind in Payment, The Operating Rate of NPK Companies was Relatively Low

In middle June, 2018, the Ministry of Ecological Environment released a draft of Technical Specification for Application and Issuance of Pollution Discharge Permit (P-Fertilizer, K-Fertilizer, Complex Fertilizer, Organic Fertilizer and Microbial Fertilizer; in early July, the Ministry of Ecological Environment published Soil Environmental Quality: Risk Control Standards for Soil Contamination of Agricultural Land(Trial) and Soil Environmental Quality: Risk Control Standards for Soil Contamination of Construction Land(Trial); on July 5^th, the Ministry of Agriculture and Rural Affairs issued Notice on Supervision and Random Checking on Fertilizer in 2018.         
 
Various places do sampling inspections on fertilizer every year, and there are some substandard fertilizers and even the qualification rate was below 90% in some areas. The strengthening of quality supervision would be squeezing the room of question fertilizers and purify the environment of fertilizer market totally and promote normative and well-organized competition.   
 
The strengthening of environmental supervisions must make fertilizer companies make effective measures to reduce discharge capacity and improve the standards for pollutant discharge. The companies with backward capacity and more difficulty in treatment of pollution discharge must be impacted. Along with greatly increasing operating costs, they would lose competition and be eliminated; on the other side, the companies with advanced techniques would have good opportunities of increasing market shares.       
 
So, BOABC thinks the strengthening of environmental supervisions would promote the elimination of backward fertilizer capacity and the optimization of product structure.
