The Twelve Session of the Ninth Meeting of the NPC Standing Committee was held in Beijing in 23, and this meeting firstly reviewed Food Safety Law amendment draft (Hereinafter referred to as the draft). This is the first time revision since the law came into effect in 2009. The director of the state Bureau of Food and Drug Supervision and Administration Zhangyong said that these revision thoughts were as follows: First, More prominent on prevention, and risk prevention; second, to establish the most stringent whole process regulatory regime; third, to establish the most severe legal liability system; fourth, put food safety into social work. Many experts said this draft achieved three major breakthroughs: first, the draft firstly put forward that food production and operation enterprises should establish food tracing system, second, strengthen third-party liability in network food trading, third, largely increase illegal food safety.
