Regulatory Functions of Live Pig Slaughter Transferred to MOA

China Agriculture Report By CnAgri2013-12-27 14:47:03China Agriculture Report Print It was recently reported that Ministry of Commerce had transferred its regulatory functions of live hog slaughter completely to Ministry of Agriculture(MOA). And the functions include drawing up relevant draft laws and regulations, formulating supporting rules, formulating industry development plans and in charge of supervision and management of quality safety in slaughtering.

BOABC’S Insight: according to schedule set in “Institution Reform and Function Transformation Plan”, the transformation should be finished by the end of June in 2013. But, according to current available information, the function transformation is only completed in the two ministries until end of 2013 and it still needs time for the transformation of local departments. Thus, how MOA will start supervision work of slaughtering industry and what the effect will be still need time to test. Whether the transformation will make MOA achieve whole series supervision of live hog breeding, farming, feed and slaughtering so as to solve some problems, such as imbalance of live pig industry chain’s development, irrelevance of slaughtering and farming, abnormal fluctuation of pork price and pork safety issues etc. is, according to BOABC, hard to foresee in short terms. Even in recent investigations, BOABC still found that it was more chaotic of live pig slaughtering industry in some regions and private and disordered slaughter were on the rise.

It is understood that MOA will accredit Veterinary Bureau to take in charge of live hog slaughtering management function. Veterinary Bureau has been responsible for pork quarantine in pig slaughtering link before and after transformation, it is necessary to increase work and investment. But in BOABC’s opinion, it is difficult for Veterinary Bureau to cure safety disease of China slaughtering industry thoroughly. Only merges and reconstruction of large-scaled slaughtering enterprises to small ones and survival of the fittest in market competition are the most important driving force of promoting upgrading of China slaughtering industry.
