Article 69 of the Food Safety Law stipulates: beginning from October 1, GMF without GM label will be punished, and the fines can be maximum more than 5 times and less than 10 times of good values; if the circumstances are serious, an order shall be given to suspend production or business, and even license shall be revoked. According to BOABC, the implementation of this stipulation still faces kinds of problems, for example, how to select label, qualitative or quantitative, and how to define GMF. If GMF can’t be defined clearly in law, the new stipulation’s operability will be discounted, and selective enforcement is easy to use for the supervision department. Then the new stipulation will exist in name only.
 
Recently, many ports of China seized questionable soybeans frequently. There were many cases of imported questionable soybean exposed just in July. Early in the month, Fuzhou port detected a variety of disease (including BPMV) from a batch of American GM unseeded yellow soybeans; on July 20, Guangxi Beihai port detected toxic hybrid seed mandala from a batch of Argentina yellow soybeans; end of the month, Henan Xinyang CIQ detected diaporthe phaseolorum var. caulivora from imported American soybeans.
