The levy of environmental taxes on large-scale poultry farms will directly increase the cost of farming

On December 25, 2017, the State Council issued the Regulations on the Implementation of the Environmental Protection Tax Law of the People's Republic of China (hereinafter referred to as the Implementation Regulations), which came into effect on January 1, 2018. Environmental tax is reported on a quarterly basis, and first collection period of environmental tax has started on April 1.
 
According to regulations, farms with an inventory of over 5,000 birds will be levied environmental taxes. The implementation of the Environmental Protection Tax Law raises stricter requirements on poultry rearing environment and equipment, and the specific indicators are as follows.
(1) Air pollutants: 1.2~12 yuan per pollutional equivalent
(2) Solid waste: 5 to 1,000 yuan per ton according to types of waste
(3) Water pollutants: 1.4~14 yuan per pollutional equivalent
The influences on farmers will mainly include following aspects.
 
On the one hand, due to weak environmental awareness of some small farmers, they are reluctant to invest in environmental protection equipment and will gradually withdraw from the market; on the other hand, the large-scale farms that conduct comprehensive utilization of manure can be exempted from environmental taxes. Therefore, their enthusiasm and investment in comprehensive utilization of manure will increase significantly, which will lead to an increase in farming costs.
 
In addition, large-scale farms that don’t implement comprehensive utilization of manure must pay taxes in accordance with the law. At the same time, they must invest in environmental protection equipment and control pollution within emission standards, which will result in a slight increase in farming costs.
 
Due to the increasingly stringent environmental protection requirements, farms need to increase investment costs of environmental protection equipment, which brings great funding and management pressure to them.
