After the Implementation of State Institutional Reform, What Changes Would Happen to Supervisions on Fertilizer Industry

In the past, many departments were responsible for treatment of agricultural non-point source pollution, market access, production permit, quality check, commodity inspection of import and export, etc. After the official implementation of state institutional reform, the Ministry of Ecological Environment, the Ministry of Agriculture and Rural Affairs and the State Administration of Market Supervision would be reorganized, what changes would happen to supervisions on fertilizer industry?     
 
On the one hand, supervisions on fertilizer industry from many department are avoided and unified management is carried out. For example, before the reform, the implementation of projects such as water-fertilizer integration, improvement in organic matter in farmland soil and high-standard farmland construction was related to many departments such as the Ministry of Agriculture, the Office of Central Rural Work Leading Group, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Water Resources and the National Development and Reform Commission. After the reform, the newly-built Agricultural and Rural Department conducts unified management on agricultural investment, farmland remediation, irrigation and water conservancy and comprehensive agricultural development.         
 
On the other hand, efficiency and effectiveness of law enforcement and management on fertilizer industry are improved. The responsibilities of exit-entry inspection and quarantine management under the State Administration for Quality Supervision and Inspection and Quarantine is shifted to the General Administration of Customs. It makes fertilizer imports and exports achieve customs-supervision-quarantine integration and also simplifies clearly the procedure of imports and exports of organic fertilizer and some fertilizer products listed in the catalog of legal inspection; agricultural fertilizer law enforcement is integrated and is listed in comprehensive agricultural law enforcement. Comprehensive agricultural law enforcement “National Team” guided and built by the Agriculture and Rural Department would integrate law enforcement teams involving in veterinarian and veterinary drugs, hog slaughter, seeds, fertilizer, pesticide, agricultural machinery and agricultural product quality, which improves efficiency and effectiveness of law enforcement and management.
